Francisco Mendes Luis

Head of EC3 Department, European Cybercrime Center Europol

Francisco has studied and worked in the area of ICT for the last 27 years. He has a Bachelor’s Degree in Information Management and Computer Science and graduated in Computer Science and Engineering.

He started his professional career as system administrator in a public hospital, and joined the Polícia Judiciária (the Portuguese Judicial Police) in 1999. As inspector, Francisco worked for 13 years at the High Tech Crime Unit of the Portuguese Judicial Police.

He joined Europol in October 2013 as Cybercrime Specialist and became Senior Specialist in August 2014, currently leading the Analysis Project Cyborg Team at Europol’s EC3 (European Cyber Crime Centre).
